The people on the land wanted stability so they respected the claim of the bureaucracy to rule the land. The people taught their children to respect this claim and to take the side of the bureaucracy when it is challenged from the outside.
So, you are ruled by a bureaucracy and surrounded by people who respect the bureaucracy's claim to rule. People often call these bureaucracies 'states'.
Statism is supporting the side of a conflict that last violently conquered the disputed resource.
Statists reward conquest with ownership.
